Demystifying Disclosure: Hundreds Joined the Launch of the UK’s First Criminal Record Disclosure Toolkit Published by Offploy CIC | 26 June 2025

More than 300 people from across the criminal justice, employability, and third sectors came together this morning for a landmark event: the national showcase of the Disclosure Toolkit, the UK’s first free, interactive digital platform to help individuals and their advisors navigate criminal records disclosure with clarity, confidence and compassion. 

Hosted by Offploy CIC Founder and MD Jacob Hill, this energetic and emotional event demonstrated the appetite for change and the urgent need for better tools to support inclusive hiring across the UK.

A Tool Built for Fairness 

At the heart of the event was a demonstration of the easy-to-use calculator in www.disclosuretoolkit.org, a first-of-its-kind platform that simplifies the complexities of the Rehabilitation of Offenders Act and helps determine which convictions are spent and no longer need to be disclosed. 

Developed with input from experts in delivering advice, lawyers, and people with lived experience, the Toolkit supports fairer, legally compliant recruitment by helping to answer one key question: 

Do I need to disclose this conviction for this job? 

For advisors, this gives clarity in what they need to tell the people they are supporting. For individuals, it offers a path through the minefield of complex law and ultimately renewed opportunity. 

Keynote: Dominic Headley on the Legal Landscape 

The event opened with a keynote address from Dominic Headley, criminal records expert and founder of Dominic Headley & Associates. He provided essential legal and policy context around disclosure, explaining how well-intended individuals often make mistakes through confusion or lack of understanding of a complex legal landscape. 

Dominic’s message was clear: “People who use tools like this are not only reducing their legal risk—they are opening their doors to their own untapped potential.”

One of the most moving moments came when Annette So, Director of the Criminal Justice Alliance, read powerful testimonials from organisations that have used the toolkit and found it to be helpful to them.

Panel Discussion: Embedding Fairness in Practice 

The event’s panel discussion, chaired by Scott Parkin, CEO of the Institute of Employability Professionals (IEP), brought together senior voices from frontline practice and organisational leadership: 

• Charis Green, Head of Community Partnerships at Maximus UK, shared how her organisation is embedding the Toolkit into support services and how it would have helped her better support individuals with complex cases in the past. 

• Stephanie Cavaco-Cox, Assistant Director of Justice at Catch22, discussed the importance of consistency and clarity in supporting people with convictions. 

• Scott Parkin, representing the IEP, praised the innovation and dynamic approach of Offploy and the practical benefits of the toolkit for the sector. 

  
  

Together, the panel reinforced the message that the Toolkit isn’t just a legal aid, it’s a culture change accelerator.

From the opening remarks to the final wrap-up, the event chat forum lit up with hundreds of comments, emojis, reflections, and connections, making it more than just a webinar, it was a true community gathering. Delegates shared their experiences, asked questions, exchanged ideas, and even made offers of connections and partnerships. 

Attendees came from probation services, prison education providers, community support organisations, social enterprises, employers, policy think tanks, and beyond. This event demonstrated just how connected and committed the sector is when it comes to breaking down barriers for people with convictions.

Jacob wrapped up the event with a plug for the AI Disclosure Statement Chatbot which is still under development and a pledge that it and the calculator will remain free-to-use.
